Docker marks a stuck container unhealthy, then does nothing. A blocked event loop never exits, so restart policies never fire.
@profullstack/watchdog 0.3.0 adds watchdog-autoheal: restarts what Docker marked unhealthy, 3/hour max, then emails a human.
